At a time when defence budgets are being cut, should European countries pool and share military capabilities to remain 'useful' to the US? How will this affect the balance of power between Europe and its transatlantic allies? As attitudes and spending change within Europe and diverge from America, can NATO really survive as a 'two-tiered alliance'?
